What are the FEMA laws?
They are a set of special laws that go above and beyond the US constitution in granting the president the powers of a king. The king, I mean president can use these laws and executive orders to take care of the country in times of emergencies. The laws are generally used in times of natural disasters, but can also be enacted in times of war as in the War on Terror. A FEMA team was sent to New York on September 10th 2001, and were ready to go into operation the morning of the 11th. On September the 14, 2001, George Bush enacted the FEMA laws by declaring a National State of Emergency.
In order to protect the freedom of our country, citizens must know about the FEMA LAWS & FEMA Executive Orders and how and when they are used. One of the laws can relocate people as we saw in WWII with the Japanese internment camps. This is Executive Order # 11000: Right to seize any and all American people and divide up families in order to create work forces to be transferred to any place the gov. sees fit.
What about the future? What about the REX 84 Bravo plan to round up and detain large numbers of people? Will it ever be used? Will the other round-up programs called Operation Cable Splicer and Garden Plot ever be exercised? Will the threat of small pox bio-terrorism trigger the Emergency Health Powers Act? This gives the state and federal governemnts the power to seize your property and and quarantine you and your family in a camp to protect the general population from a contagious disease. This Draconian law was used a great deal in the 1870's in England and Wales.
The government was administering smallpox vaccination shots on a yearly basis. Thousands were dieing from the vaccinations, people rebelled, the government siezed the property of those that did not take the vaccinations. Can it happen in the US? The laws to carry out such a scenario are in place.
When can these laws be used?
When there is a declaration of a national state of emergency. In times of natural disasters and war. On September 14, Bush declared a National State of Emergency due to the War on Terrorism. The FEMA laws and the FEMA Executive Orders are now activated. They can be used at the discretion of the president or any or his surrogate agencies like the FTA (Federal Transportation Agency).
How do we know when the FEMA laws are being used in a non-emergency situation?

Here is an example of what the Bush administration is doing to separate the government from the people. They can get away with mos anything when their is a veil of opacity around what they do. Thus when Bush rescinds a law that was designed to bring transparency to the White House one can only think this is not good for Democracy.

Bush has held up the release of the Reagan files which were due to be released in April 2001. Is somebody hiding something? The 1978 Presidential Records Act is one of the great victories for democracy from the Watergate scandal and now Bush is using his executive privilege to override it.
